DEP Issues Stormwater Permit for Detroit Salt's Hazelwood Site

DEP has issued a stormwater permit that will improve conditions at the
Detroit Salt Road salt transfer facility in Hazelwood, Allegheny County.

"Hazelwood residents have expressed to us their concerns about blowing
salt from the facility," DEP Southwest Regional Director Charles A. Duritsa
said. "This permit will require Detroit Salt to keep the pile covered at all
times, except when salt is being loaded for shipment or added. The company
also must install a liner to protect the soil and groundwater from the salt.

"We also are working with the Allegheny County Health Department (ACHD) on
air quality issues and have requested that it does an air quality monitoring
plan," Duritsa said.

Detroit Salt must build a liner system under the salt pile by Aug. 31 to
prevent contact between the salt and soil and groundwater. Plans for the liner
system must be submitted to DEP by March 31. The liner must be impermeable and
of durable construction to accommodate heavy equipment.

The permit also requires Detroit Salt to adopt the Salt Institute Voluntary
Salt Storage Guidelines that call for the pile to be covered except when salt
is added or removed. The guidelines require trucks leaving the facility to be
covered and spilled salt to be cleaned up promptly.

Detroit Salt is required to sample and analyze any storm water discharges
from the site monthly. DEP will continue to monitor the site and meet with the
Hazelwood Neighborhood Initiative [correction - Hazelwood Initiative] about
progress at the transfer facility.
